Fixed a bug where Anarchists and Dictatorship pawns would always consider there to be no leader

Rebalanced leader moodlets to better reflect the difficulty in maintaining each kind of leader.

Dictatorship pawns are simply happy if a Authoritarian pawn is in power, so they're the easiest to please. As such they have a slightly lower positive mood bonus than the rest of the leader types.

Anarchist colonies lose out on the features of a leader, so in exchange for that opportunity cost they have a slightly higher positive mood bonus compared to Dictatorship.

Democracy colonies require you to keep up with elections or start taking mood debuffs, so they also have the same mood bonus and Anarchy.

Monarchy is very easy to get a tiny mood bonus for, due to Yeoman/Freeholder titles, but the difficulty in maintaining high ranking nobles grows enormously. As such, Monarchy pawns have the best positive moodlet, going all the way up to +12, but only if you're led by a Count. This might honestly be too high, so I'll continue evaluating.

Monarchy:
- Fixed a bug where Freeholder and Yeoman pawns would not be properly considered in assigning Monarchs
- Increased the mood buffs for having a high-title leader

Monarchy leaders require far and away the most investment of resources to maintain, so they now have the highest mood buff of any of the Leader precepts - if you get your leader all the way to Count.

- Monarchy: Fixed a bug where the game would try to assign a noble as leader even if they aren't part of the primary ideoligion

- Wealth Equality: Pawns now are only included in the wealth equality calculation of their expectations are above 'Extremely Low'.

This should hopefully address some weird interactions in which the game expected you to provide good housing in unusual cases, like when a pawn is collecting resources on a random empty map.

- All four memes: Added compatibility for the Ufology mod

Memes:

- Liberty: Removed physical love and body mod requirements. Added 'Drug use: Medical or social only' to the acceptable precepts.

The original idea was that under the Liberty meme, the government would have no right to regulate such things. However, precepts like this are generally more about what the culture finds distasteful, not what some governing body has actually made illegal. People seem to find these kinds of precept requirements annoyingly restrictive. Execution and slavery prohibition are still required, as the former is about the leader literally executing people without trial, which is obviously an extreme example of government power, and the latter is just antithetical to the concept of liberty. Liberty ideoligions can now restrict hard drugs, as it seems like a middle-ground option that just about falls within the bounds of a Liberty-based ideology. I didn't want to remove the drug requirement outright, as the idea of Libertarians (left or right) fighting against Authoritarians trying to regulate their weed is just too entertaining a conflict for me to give up.

- Authority: Removed physical love requirements.

While I may experiment with the idea of a socially-repressive, 'conservative' meme at some point to add another axis to the politics here, whether or not a society approves of sex before marriage isn't necessarily a matter of government power so it won't be included in this meme. Certainly we can imagine an authoritarian regime that doesn't care about people's sex lives or a libertarian society where people are a bit prudish.

- Wealth Equality: Added syndicalist-related terms to the randomly generated names for Wealth Equality ideoligions.

Precepts:

- Dictatorship: Added a set of thoughts which is essentially an inverse of the Anarchy thoughts. Dictatorship pawns want a leader, and they won't be fully satisfied until that leader is either a Dictator or a Monarch.

This should make dictatorships feel a bit more impactful.

Rituals:

- Election day: The Election day ritual is now available for all ideoligions other than those with the Authority meme. The Democracy precept, which mandates elections and generates related thoughts, is still restricted to Liberty meme.

Everyone who isn't outright authoritarian should be allowed to have elections, but ideologies that don't especially value individual autonomy don't particularly care whether their leader is elected.

Set the Leader: Anarchy precept to be restricted to the Liberty meme, like how the other Leader precepts require either Authority or Liberty to be used.

Increased the positive thought value for Anarchist pawns when they have no leader, from 4 to 7. Anarchy currently makes many rituals much more of a pain in the ass on account of not having a leader, so anarchist pawns need something going for them.

In addition, Anarchist pawns will have different negative thoughts depending on which leader precept you have. They will only get a small mood debuff when lead by elected pawns with the democracy precept, and will get a huge mood debuff if they're lead by a dictator or a noble.
