Fixed a crash if an energy gate was built before an energy wall

Staggered timing now resets when loading an existing save to prevent any resyncronization.

Fixed a crash when selling a wall that had not yet finished construction.

Added a random-length delay when first connecting the shield to neighboring walls; this should hopefully improve performance by spreading out searches for nearby new/missing walls over time.
Doubled the amount of time bewteen checks for the same reason.

Added support for Energy Wall Gates.
Reduced intensity of flash effect when a shield is blown.

Added a small buffer window when power is lost:

Damage Reflection is dropped immediately.
Shield HP will drain quickly until the 50% mark.

Shield sharing will now drop at the 50% mark.
Shield HP will drain much slower at this point, until it is depleted.

Level 3 "X" walls now have the correct shield health.

Code rearanged for readability.

Range reduced for calculation reasons. (1 tile in every direction)

Shield is not lost instantly on loss of power, but drains quickly.
Damage reflection and damage sharing cut off immediately on power loss.

Possible bug noted regarding shield Max HP changing and will be investigated soon.
