TITANS keep Healthloss on weaken now thanks to a new variable in projectile effects!

Also thanks to Bryanthesuper this mod is now usable on High Seas without any sprite errors :D

Update to the right row of commanders.
-Phantom ability cost reduction increased from 20% to 80% and now covers energy
-Eagle Eye regular shrapnel now does 5 pierce and damage for wave defense only
-Armordillo active ability now gives +1 damage to shrapnel

Balance change:
Constructor TITAN has been buffed due it being underwhelming as the final TITAN you encounter during wave defence.
-Each damage stage creates a tier 2 TITAN of the respective type
-Each damage stage spawns more tier 1 TITAN over time up to 2 additional spawns
-When weakened, spawns will take twice as long to occur
-When weakened, spawns will no longer also be weakened

Birthday update!
The ZETA Titan now has a shield that activates during each damage state!
It protects it for 1 second (+1 second for each consequative activation)
And removes weaken!

I added this bonus since the mender and constructor were far superior to the ZETA, and it deserves a bonus too :)
