BUG FIXES
AI now will properly build better research buildings, hydroponics and betherian power plant.

After upgrading capital to tier higher than vanilla was unable build which to build need upgraded capital i found only 5 building which need that fix so should work now. Report with which one appear issues.

List of that buildings:
nanite transmuter
embassy
posthumous employment
military academy
planetary shield

To upgrade tier 2 clone army now is need to have capital t4 before was t5.
Faster assembly, stronger empire :)

Added tier 2 for posthumous employment center which decrease debuff to production and increase trade for zombies.

Added few technologies to balance some tier 2 buildings:
all toxic baths tier 2
offspring nest tier 2
posthumous employment center tier 2

To unlock this technologies necessary are have unlocked tier 4 capital.

Fixed when clinic t3 can't be upgraded to t4.
Added offspring pool t2.
Fixed when capitals on hive world don't add offspring drone and reduce spawning drone.

Added tier 2 for toxic baths.
