Some bug fixes.
Some files from original mod are copied.

Due to changes for weights technologies i haven't time to change weights so almost all have basic 4 and tier 6-10 have for some times decreased by 20%.

Actual pd habitats could upgrade capital to t3.

Changed orbital ring buildings which replacing buildings to vanilla version. Im preparing for sub-mod.
