The previous update introduced a bug where, when a under-city was expanding the under-empire, ALL the adjacent regions were expanded to. This update should resolve the issue.

This update overwrites the vanilla under-city expansion chance script so that it will also occupy ruins. It also adds additional features to better interact with my other mods, should they also be in use.

Mod seems to be stable at turn 300 without errors, so I've disabled logging to prevent cheating in multiplayer and increase performance.
