Accidentally uploaded a change I was testing but never meant to push to live.

Readjusted reaction times to no longer be instant, but not nearly as slow as vanilla. After many many games I landed on values I am pleased with. So the changes:

- 0.5 seconds to react on Normal
- 0.3 seconds to react on Advanced
- 0.2 seconds to react on Expert and Versus

Brings bots more in line with Vanilla and tweaks the Smoker and Boomer

Small Update:

- Adjusted the battlestations cvar to make it a bit more compatible with Left 4 Bots.

Boomer Changes:
- Buff: Boomers are now more eager to stay in cover rather than run out in the open and get taken out. If they get close however they will still charge.
- Removed Cvars relating to the bots playing on their own. I recommended just using Left 4 Bots 2 with this as it enables that function by default anyway. They work seamlessly together so just install Left 4 Bots 2 and have fun with my changes.

Removed their ability to use melee weapons. The cons of them using melee outweighs the pros.

Code cleanup:

- Removed cvars that don't actually do anything.

Made the decision to revert sidestepping change. Re-enabled it making them more active and aggressive. Reason for disabling it prior was I was to worried about them getting in the way, but they now have the opposite problem of being too passive. That's fixed now.
