1. Fix issue with respawn

1. -killme Command Update
- Respawns without special effects such as invulnerability.
- Respawns the hero with their last health and mana.
- Cannot be used if the hero has taken any damage in the last 3 seconds.

2. Techies Update
- Blast Off and Minefield Sign can no longer use Femur Multicast.

3. Pangolier Update
- Shield Crash now grants a base barrier of 200/350/500/650.

4. Void Spirit Update
- Fixed Sanctuary Facet.

5. Monkey King Update
- Tree Dance is now a point- or tree-target ability.
- Point-target spawns a tree at the cursor position and makes Monkey King jump to it immediately.
- The spawned tree lasts while Monkey King is on it, plus a short duration after he leaves.

6. Venomancer Update
- Banana Bomb Special Upgrade can now be used by Plague Wards, but with a 50% reduced chance, and only 1 small bomb is launched.
- New Special Upgrade: Plague Multistrike (+2 extra targets for wards and +60% attack speed from Veno's Agility).

7. Lucky-Femur Artifact Update
- Reduced 2x Multicast chance to 45%.
- Blocked Multicasts from Dazzle's Aghanim's Shard upgrade (Nothl Projection).

8. Inferno Difficulty
- Improved artifact limits.

9. UI Improvements
- Custom panels now close on blur (Escape key or clicking outside the panel).
