Sep engineer outfits have same resistance as engineer outfit 2 5% blunt/bite/lacerate and 30% burn to make it an attractive option vs the mechanics better all rounder and the hazmat burn+rads

legacy pirate commoner outfits were throwing no name errors, so uh added names to them.

Been awhile since a big update.

All clothing should have descriptions properly done.

All security and outpost security have had their pockets redone, previously they had wierd duty belts or the old tactical pocket. Now they have two single item pockets but can carry sonar devices, battery, grenade or handcuffs. Giving them a wide selection of mission gear but unable to carry a full stack of grenades/ammo but a handy spot for a sonar beacon/handheld. The previous ammo pouch was not well received as many folks put the ammo on the hotbar.

Prisoner outfit boosted to 10% attack speed to make it more attractive to combo with melee skills but still a civilian uniform.

Bandolier complete rework has 9 slots but 6 are restricted to 2 of the following, ammo, medical and tools leaving only 3 generic slots. making it an attractive option but very restrictive. Other mods with the bandolier changes will be updated to follow suit.

Cleaned up a lot of old text.
