Update 2.3.1 "Einthoven"

General
- As of this version, the Multi-line Production Methods Framework from 1230james is no longer part of Morgenröte. In order to continue to ensure the correct view of the production methods, you have to download it separately.
- You can subscribe to the mod on Steam: https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=3029908567&searchtext=multi+line+pm
- Or you can download the mod on GiTHub: https://github.com/1230james/vic3-multi-line-pms-framework

Engineering:
- You can now choose which building you want to improve with a new GUI window.
- The Railway project is no longer part of the Infrastructure project. It is now a seperate project that also adds a throughput modifier to the railway building.
- The Canal Project has been reworked into an irrigation project that will improve the states agriculture and resistance to negative harvest conditions.
- You can now choose the order in which the states are improved for the railway and topographic map projects with a new GUI window.
- Your engineer will now get experience every time he finishes improving a state with a modifier in the railway and topographic map projects.

Epidemic Diseases:
- Changed Epidemic Diseases completely to the Harvest Condition system. This makes epidemics much more flexible and gives the player a better overview. It's also much simpler to maintain (especially in case of bugfixing).
- Epidemics may stay between 40 to 80 weeks (instead of roughly one year), giving your Physician more time to study them.
- Added Measles, a mild disease. There is no treatment for Measles yet, but it can be described.
- Added events for Measles Epidemic.
- Added Scarlet Fever, a rather harmless disease. There is no treatment for Scarlet Fever yet, but it can be described.
- Scarlet does not have epidemic events, it just stays in one state as a modifier for a while.
- Added Polio. Polio will become epidemic at the end of the 19th century.
- Polio can be described. Treatment is possible, but a bit tricky, because you may need some special additions.
- Added events for Polio Epidemic, Polio Description and Polio Treatment.
- Typhus will happen more frequently in states with high devastation.
- Yellow Fever will happen more frequently in tropical areas.
- Cholera starts in 1846 instead of 1853 (Starting Date of the Third Cholera Pandemic). Players will get a warning event when the Third Cholera Pandemic begins.
- Cholera does not have an effect on SoL.
- Cholera, Typhus and Yellow Fever have an effect on infrastructure.
- Tuberculosis has an effect on building throughput.
- Several epidemics may happen at the same time.
- The event for spreading epidemics to other countries was canceled.
- The medical technologies that are necessary for the treatment of a disease, when researched, reduce the severity of the epidemic by 25 percent (for example Pasteurization helps against Tuberculosis).
- When an epidemic starts, a treatment modifier will be added to show the effects of the treatment, if a country ... has the treatment.

Medicine:
- A Physician can be recruited by GUI action if at least one hospital exists in the country. His special skill (surgeon, epidemiologist, etc.) can be selected directly.
- Vienna and Paris start with Hospitals, London and Berlin with Clinics.
- Clinics gives only 0.25 SoL, Hospitals only 0.5 SoL.
- Clinics gives 10 % less disease impact in a state, Hospitals give -15 %.

Meteorology:
- The Meteorologist trait now spawns more often.
- The Meteorologist trait and Meteorology Production Methods in the Observatory now reduce the impact of weather related harvest conditions.

- Added 14 historical writers.
- Added 13 new specific, historical books for swedish cultures.

- Added Petra to Transjordan at start.

Archaeology:
- Petra does not have a prestige bonus at game start. It must be explored by an Archaoelogist via JE to activate the bonus.
