- Adjusted innovation cap from literacy up, from 100 to 130
- Reverted university buffs back to normal
- Reduced tech spread from literacy down a few points.

I did these changes because while Europe was doing good tech wise, the rest of the world was waaaay behind. More behind than they should be. Basically, Europe already starts ahead in two ways. They have high literacy, and they have more starting techs researched. This makes it to where non-European nations have a really hard time to catch up. Even if they magically doubled their literacy overnight they would still always be behind Europe because of the starting advantage. This didn't seem realistic to me. Ideally there would be a "behind the times" bonus to research, but that doesn't exist in game and I'm not sure how to add it. So I basically made tech spread a lot more equal between nations. Europe will still remain on top, because of their high literacy rates and their starting tech position. The higher innovation cap from literacy will still give Europe an advantage as well, so progress will still be faster if you're more developed. Developing nations will still have a hard time too, you need to do a good job to actually come close to catching up.

- Changed max innovation cap from literacy from 90 to 115, down from original of 150 (it was too hard to research late game techs)
- Changed base innovation back down, to 30 this time.
- Increased university output by 50% (you need to build more to compensate for the base value being lowered again)

- Reset base innovation back to 50, from 25. It was a little too grating to be an isolated country like Japan.
- Made the max cap from literacy rate reduction a little less harsh, from 75 to 90, from an original of 150
