Slightly increased population capacity of some states that historically never reached a high standard of living in this era, to compensate for the fact that the modifier is balanced around having a decent SoL

-Fixed starting pop balance of Jilin and Liaoning ("Southern Manchuria" and "Shengjing") which was somehow the exact opposite of what it's supposed to be, PDS messed up when they split the state into two
-Added tea to the Azores
-Reduced SoL span where population growth increases from 5-15 to 5-13

-Added localization for German, French, Portuguese, Japanese and Chinese (all except German were done with deepL so might be bad)
-Gave some state traits cooler names

-Moved Sahara colonial growth modifier to a second trait that can be removed like Severe Malaria
-Reduced mortality from Malaria
-Increased Korea's starting population to be more historical.
-Added some rice farms to Georgia and South Carolina

Adjusted starting buildings for Portugal, China, East India Company, Great Britain
