fix for the game version 0.30.1b

the mod is no longer compatible with game version older than 0.29.0, you'll need to dive in the mod folder and manually rename mod_old.rules into mod.rules to make it compatible

speeding the game up or down now requires sound files, and their absence was causing a crash
