Fixed a typo in the Interstellar Assembly file that allowed the construction of a megastructure named "}" and "on_build_complete", and an issue with filenames that meant that everything after the construction ship stage was removed, except for with stellar ring habitats, which simply made themselves available to construction ships for some unknown reason

Fixed typo in Geothermal Stabilizer file that completely broke how it was supposed to work and implemented change in Stellar Ring Habitat that should make it work properly now

Updated to 3.7. To do this, I completely rewrote the entire mod in order to make maintenance significantly easier, and drastically reduce the file size. When I rewrote it, I made a change to how exactly the mod works, so now localization should work as well in any language as it does in vanilla gigastructures.

Fixed Stellar Ring AI spam due to lack of duplicate for AI.
