Bug squashing and stufff

Fixed a bug that could sometimes cause weird random ADVENT Troopers to spawn where they should not.

Moved pod-solving, upgrades, and generation to a more heuristic point-based design that will result in more intelligent difficulty scaling, and drive more organically diverse pod generation. Also enhancing intermod compatability.

A few more tweaks and optimizations for the Long War experience

Reduced chances for Legates to spawn as boss units somewhat. Made some spawning tweaks for LWOTC.

Moved the Legate's All For Her Cause Ability to be exclusive to Hard Mode, and made the radius of the ability configurable, due to issues of mod <> mod interactions.
