Removed the tick timer refresh when an additional stack is applied and works with bot Bleeds and Poison.

Ex. When a tick is added (ex. Bleed 19 -> 20) the timer before the damage "ticks" isn't reset back to 1 second (default). it will still refresh the amount of "ticks" left (Poision 5, Bleed 8).
