- Updated to run off MCT 0.9 MP beta.
- Tested and thanks to copying notes off CJ's work with the campaign configuration mod it is backwards compatible with legacy still.
- note: last updates were just tweaking the anti player bias. Final update set high, very high and legendary to 0.75(down from current) due to player reports.

Noticed Kislev just absolutely curb stomped on the map(by turn 17), like entire culture not just one faction, so added some faction potential tweaks hopefully help them survive longer.
Few more empire factions now have bonus tweaks too on top of original just Reikland ones
These only affect AI, player controlling these factions will receive no extra bonuses.
