There should still be some bugs related with italy because of BBA.

- Updated the mod to the new dlc.
I had to fix and rewrite many files to make it work and even though I checked multiple times there should still be some bugs so please report them.

- Units' minimum xp level is Recruit. No more green divisions.
- Equipment Conversion is back (paradox fixed the exploit).
- Buffed fuel refineries (3x fuel gain).
- Honestly idk what else I changed but it wasn't much.
