Changed locality of the init script (now executes straight to the server)
Added new "CRAM" unit which should be used instead of the vanilla CIWS

Greatly improved performance:
Shells can now be tracked via radar, meaning the CRAM only has to check his sensors in order to find targets, this should speed up the process by a lot moreover it fixed the bug with the ghost planes appearing out of nowhere.
Changed some internal stuff to work on the server side, hopefully this also fixed the system not working on MP servers.
