Standardized localization text about permanent damestear so it's consistent throughout all my monument mods. very minor.

nerfed Dasmati halls of reverence's establish holy order cost decreaser from -10%/-20% to -5%/-10%. Changed their naval force limit buff to a prestige buff so it fits better thematically (why would reverent halls give more ships anyways idk)

toref citadel only blocks slave raids on level 2 now
