Minor tweaks and effect tooltip corrections.

- Minor improvements to WoM increase effects.

- Minor adjustments to Empire traits.

Adjustments to Kislev specific traits:

- Several Kislev traits recieved new effects to make them both more useful and thematic


Adjustments to Corruption spreading/reduction traits:

- Standardized Corruption effects to be either +3 or -3


Minor tweaks to following traits:

- Brettonia: Virtue of the Ideal, "Health"-bonus increased from +3% to +4%

- Cathay: Martial Artist, "Melee Defence"-bonus increased to +5 "Melee Attack"-bonus increased to +4, "Health"-bonus increased to +5%

- Nurgle: Scabrous, "Missile Resistance"-bonus increased from +15% to +20%, "Armour"-bonus increased from +12 to +15

- Ogre Kingdoms: Maw Preacher, "Leadership Aura size"-bonus increased from +10% to +20%

- Warriors of Chaos: Infernal Domminance, "Weapon Strenght"-bonus increased from +3% to +4%


Fixes to various incorrect effects scopes

Fixes to tooltip scope text for some traits

Updated to include Vampire Coast specific traits.

- The Shipbuilding Admirals that are unlocked from Infamy in the tech recieved adjustments to improve their traits and they are now much closer to eachother in overall strength.
However these changes are not reflected in the tech screen tooltips where you unlock them.
The tooltips effects are manually written in the .loc fil for technology effects instead of being pulled from data tables.
To avoid potential compatibility issues I have left the tooltips as is for now.

Updated to include Tomb King specific traits

- Dynasty Lord traits recieved minor adjustments to improve some effects, however these are not reflected in the tech screen tooltips where you unlock them.

Updated to include High Elf specific traits.

- Several 40/60 cost Influence traits had adjustments to become slightly stronger.

- Several 10/15 cost Influence traits had adjustments to become slightly stronger.

- 0 cost Influence traits unchanged.

- Fixes to some inaccurate effect scopes from on High Elf traits in the vanilla data tables.

Most traits that increased character's personal stats have been slightly buffed, such as increased Weapon Strenght, AP and Charge bonus values.
