again some aircraft & helicopter rework:

for both tabs availbility buffs (more for helicopter)

LGB/GBU aircrafts, F117 & Strike Eagle, Mi-24K Recon have been merged into one card with higher availbility again

veteran status for aircraft & helicopter is at vanilla again ( so no additional evasive buffs for helis)

challenger 1 mk3 & leoprad 2 A4 got +1 unit per card

netherland 4e got one additional card of F16a HE, but lost one card of f5-a HE

netherland 4e has lost one tank slot and gained one aircraft slot and an additional card of nf-5 he.

as you may have noticed already, some feature and changes have been reset to vanila again like additional helicopter transport options, gameplay speed values and FOBs are now only one per deck, but with higher capacity. i plan to keep those settings in that way for now
