- Added a new game rule for player to set the power level of nomads: normal, high, or insane.
1. On normal setting, Turkish horse archer units will be greatly diminished in numbers.
2. Credits to RockTheShoulder for the middle balance.
3. Previous difficulty remains on insane setting.
- Added a new on_action for besieging armies, they will now receive penalties in forest, taiga, jungle, hills, mountains, and desert mountains after siege has been established. This will make sieges more risky for both player and ai.

- balanced Turkish and Mongolian horse archers; now AI are discouraged from recruiting these special maa regiments if regiment number is over a fixed % of total owned regiments. 30% for Turks and 60% for Mongols.
example: a king owns 5 regiments of maa, 2 of which is Turkish horse archers, 2/5 is over 30%, thus he won't recruit more Turkish horse archers until he has more maa regiments of other troops.

- fixed the issue where a character gains great khan modifier by creating the game's default Mongolian Khaganate before the fall of the Mongol Empire.
- add a set of features for the AI of Great Khan(s) to have more and better heirs, playing more like players would... somewhat.

- fixed some script errors in on_action files
- nerfed Turkish horse archers slightly: higher ranked rulers are less likely to recruit this unit. Subject to further nerf.
- improved stability for Mongolian empires after collapse, they no long rapidly dissolve into utter chaos.
