Added a new perk: Big Dreams, which unlocks and gives you a boost towards hyper relays and mega-engineering research, balanced some of the existing perks to make more sense and be less obscenely overpowered.

Updated the file to 3.11 (I didn't test it so if there's any issues let me know) and updated the Chinese translation as provided by ฅLyunyaฅ

Added a few new perks and also formatted the localisation file so that it's far easier to read and translate.

Added an option at the start of the game to choose whether you want the tiered ascension perks to be enabled or not, and if you change your mind you can find a new edict in your edict list that will let you change your mind. By default the game will assume you have them enabled so if you want to disable them mid game just open your edict menu and select the new edict that will let you disable the tiered perks.
