Mudkip & Popplio are OFFICIALLY in the mod

For some reason, Mudkip & Popplio didn't cook as planned. Recooked as an attempt to fix it. If they STILL aren't in the mod, I'll update this change note and try to figure out what happened

NEW ARMOR: Player Hats
- REMOVING the Hat Skins (since they don't seem to keep their size upon relogging into a world and ALWAYS needing to be unequipped and reequipped to display properly)
- Ash's Hats will NOW be ACTUAL armor that you can wear (when Hat Pikachus are introduced, you'll have a chance to get either Player Hats of varying quality or Hats for Pikachu of varying quality whenever Hat Pikachus are killed). Their stats and crafting requirements are the equivalent of Hide Hats that can be crafted from your inventory
- New hats from SwSh

NEW SKILL: "Pathfinder In A Cap"
- Requires learning "Armory" first
- Unlocks the various Hats from the Anime & SwSh (LGPE Hats coming VERY soon)

- Turned off "Allow Riding" for Pikachu & Squirtle... had it turned on for testing and I forgot to turn it back off... AGAIN haha

(Unless something else is just massively broken, this will hopefully be the last adjustments for Pikachu needed. Next update SHOULD be more new content)

- Made all Stage 1 Pokemon "Neutral" instead of "Passive Flee"... Makes sense
- Decreased Pikachu's running & walking speed
- Increased Squirtle's running & walking speed
- Tweaked Squirtle's "damage type adjusters"
- Changed Pikachu's shock buffs to all be "slowing" shocks instead of completely immobilizing (too OP in it's current state, especially for a Stage 1 Pokémon... even it it IS Pikachu haha)
- Made sure Pikachu could drown... kind of unintentionally dark... but it was another thing I forgot to double check haha

- SLIGHTLY Buffed Squirtle's secondary attack
- Wild Pikachus are now Neutral Pokémon instead of Passive Flee Pokémon. (I guess it's "neutral"... you attack it and it runs off, but THEN darts back to you for an attack... not what I ORIGINALLY planned when I decided to change it or what I expected when I DID change the behavior tree for it, but I actually like this a lot better instead of it immediately attacking you when it's attacked)
- SLIGHTLY Decreased Pikachu Spawns (Chicken spawn points are apparently more plentiful than Turtle spawn points haha. Though, obviously more Pokémon will be added so I guess it'll eventually even things out if Pikachus are still too plentiful)

- Changed the "shocking" effects from Pikachu's attacks to share the same appearance as Pikachu's electricity (yellow instead of blue)
- Added that electric Pokémon are now immune to being electrocuted
- Changed Pikachu's harvesting component
- Decreased Pikachu's spawn weight
- Added Magikarp to the Manta Ray spawner
- Added the "League Expo Hat (For Pikachu)" item
