Improved control system for extra rotors. Extra rotors should lag less behind the main elevation rotor and you should now be able to use two rotors to move a single subgrid without them binding up.

Turrets will now automatically return to rest angle after a set amount of time. This can be disabled in the custom data of the programmable block.
Changed how rest angle is applied so that the CTC does not need to be disabled while returning to rest angles.
