Republished after one major fix and couple of minor quality fixes.
I have no idea why I can't update map from within CoH. I press publish on new file, I say OK to "Overwrite Steam copy with local file", and absolutely nothing happens.

If anyone knows a way to update already published maps, please respond in the discussion below.
