- Added a less laggy alternative to planter boxes

Fixes and changes:
- Increased the rarity of the Goliath Boiler Suit Blueprints
- Increased the Goliath Boiler Suit resistance against lower damage
- Increased the cost of Nagant revolver
- Reduced the skill bonuses and damage reduction of all Steampower uniforms and hats
- Increased damage reduction for the Pickelhaube
- Reduced the cost of 37mm flares
- Increased lifetime of 37mm flares
