Looks like I got some of the component sets mismatched for the Lightbringer in Opulent Armadas, which made some weapons accessible earlier than they should have been, or not at all. That should be fixed now!

Added a Disruptor variant to Opulent Armada. At some point I'll get kinetic weapons on it too - from the player's perspective it looks like adding only one gun, but behind the scenes it's something like thirty or forty data entries!

The colossus computer now offers a bonus to engagement range, so it'll stay further away from enemy fire. Previously, with the bonus to speed, it flew directly towards enemies faster, and then would panic and try to backpedal away.

Added the "Adjudicator Tribunal" civic, which provides a special "Adjudicator" job that increases stability by 10%. It's only available to authoritarian empires which have specific civics, and the main objective behind it was to make Oppressive Autocracy play nicer with a few more options or with just more oppressive behavior.

"Cybernetic Dystopia" now has a penalty to leader upkeep, since the Cyborg trait offers much more significant benefits than it used to and their scientists passively produce research.

All origins now initialize at the proper time in the game and have all their event scopes for that corrected!

Whoops. Changing the on_action fixed one thing and broke a dozen others. Need to do a bit more testing and problem solving on this one.

Countries are now initialized from "on_game_start_country" on_action instead of "empire_init_capital_planet". It should solve an issue where planets weren't propagating their districts and buildings in the right order, leading them to have a bunch of districts their planets might not be able to have, only to lose them all and have nothing.

"Turf War" is working now. I also took the opportunity to add additional text to the war goal to explain that your opponent will lose their standing influence reserves and be humiliated.
