Fixed bug where starting MOCX crew count was being generated using the reinforcements limits.

Upgraded Hero customization logic to exclude hero units for being templates of standard soldiers and to better control Hero customization.

Small performance boost around filtering out duplicate entries to stop clones of CP units from being created by MOCX.
