(In repentance the narrator voices over consumables with 50% chance, there is a way to change it by going to C:\Users\(your username)\Documents\My Games\Binding of Isaac Repentance and changing the file "options.ini", where you need to set AnnouncerVoiceMode to 2, for it to be 100% chance of voicing which cnsumable have been used)
p.s this doesn't disable achievements if you defeated mom at least ONCE
to revert it back you must set it to 1. Or you can disable the announcer by setting it to 0.
