- - Removed unnecessary step blocking altitude value from showing on the monitor

Updated Updated RADAR Controller.

- Fixed the controller to now properly show target positions and distance on monitors
- - Added pulse logic to stabilize target detection
- - Added capacitor logic to display for target locations
- - - Now properly shows the targets at their proper location
- - Reduced the distance shown on the display to only show relatively close targets
- - - Still tracks targets out to max range of antenna
