Replaced the ARC Mini reactor with a brand new ARC Mini-er Reactor.

Tweaked slightly to make the Scarred more friendly with baro's 1.0 update. Will update again soon to rework the reactor.

-Halved the capacity of the battery, as the ship could last for two whole levels without recharging. Also adjusted AI waypoints, and made the emergency lights on the pulse laser non-interactable and locked.
