Tweaked some of the racial buffs (Fey, Lizardkin, Avian)

Changed the way the buffs work for compatibility with Kanga Medical Mod. Buffs no longer give boosted health or stamina, but those that did now give boosted regen. The extremely health boosted races now take reduced damage from all sources.
