Literally just an overdue fix for replaced cars being at 100% condition.

Mostly fixed vehicles in STO on Multiplayer. Unfortunately, they will randomize twice, once when they spawn, and once when you leave the area they're in.
I'm not advanced enough in lua to fix this, but it'll only happen once per vehicle now, and only on Multiplayer. I hope.

Fixed the error spam for servers.

Also made he chest walkie take the tail slot, so now you can have a vest and a walkie. Enjoy.

Added the rest of the ranger vehicles.
Added Fuel Types Framework Support.
Fixed a few bugs.

Also forgot to mention I attempted yet another fix at STO lag.

Added some WIP park ranger vehicles.
Added WIP prison transport vehicles.
Fixed all known bugs that I could reproduce.

Final hotfix, I swear!!!
This update better hope it fixes the last of the errors with STO. Or else there'll be pain dished out to the mod!!!
JKJK, in all honesty, this hotfix will be the last for a few days. I'm kind of burnt out from making and patching STO.

Literally just fixes it erroring out when STEV or STR are not present.
