Literally just added per-town spawning mechanics. Totally didn't rip hair out over this. Nope. Nada.

Fixed the broken spawning due to the "debug code" I removed last update being actually important code. Whoops!

Added a Meade County Sheriff vest.
Fixed potential, non-reported spawning issues. As there were some debug things in the spawn code. Whoops.
