fixed things broken by a cr for ttt update 2 years ago lol

Slight fix of something I accidentally kept the same as the template.

Should fix win-related problems, as well as cl_tips errors, but I'm not sure what causes that, so it might not.

Fixed error when holding no weapon.

Fixed changing into the Lemming role not working, as well as added outlines around players when holding the Detonator.

Initial addon creation.
