Changed Capital Ships spawns based on rep to lower
Lower amount of ship that spawn in a Large Fight
Add New Encounters that spawn Based of Distance to Center fo the world with rare ores spawning more as more u go in to outer space
New Asdriods for Encounters
Added Simple 2 Flat planets for Encounters for wheels and Water mod Encounters
Bots should spawn on all Cargoship and space stations and ground stations
