Fixes :
- Changed around the anti-corruption initiatives and their values, namely 'Purity Policy' to (hopefully) prevent a bug brought to my attention.
- Buffed the housing civilian initiatives to better reduce hostility in the population.

Big Update :
- All new (experimental) civilian initiatives tree. Healthcare, water and education initiatives are all new and the job and road initiatives have new descriptions to better suit the scenario.

(Disclaimer : Some of these initiatives may be wildly buggy or their values may be entirely incorrect. If you encounter a few errors, bring them to my attention and I'll have a look.)

Small fixes :
- Fixed spelling issues (I hope)
- Applied small balancing changes in regards to zone stabilizing and other things.

Other concerns :
- The $2 billion debt and NaN reputation bug is widely inconsistent and I have not yet encountered it to figure out what causes the issue or how to fix it.
- Civilian initiatives are in the works but will take some time with value balancing, section branching and overall lack of time to work with the scenario editor.
