Ranchers can now tame animals as intended.

Slight buff to their Animal Skill Level - 12, up from 10.

Added the following statBases
<TameAnimalChance>1.5</TameAnimalChance>
<TrainAnimalChance>1</TrainAnimalChance>
<AnimalGatherYield>1</AnimalGatherYield>
