Updated to support 1.11

Suicide techs are now enabled based on World Tension, rather than a simple time stamp. It is in my opinion more realistic and it allows the techs to be immediately unlocked when playing "Blitzkrieg" bookmark.

Changed the sprite for Rocket Suicide Crafts to be more historically accurate.

Changed the defines file to give kamikaze even better effectiveness (and losses!)
