Salvage mission has been changed and duplicated into two versions with their own small text variation

-Coalition where the pay is high but you don't keep the warhead

-Separatist where the pay is to keep it for yourself

Both have a +10/-10 or -10/+10 faction relation change depending what side the mission is for

Standardized meltdown (by overheating) timer of reactors to 1 min

Reason being changes I did with lua force the reactor to always have the same meltdown timer upgraded or not so I took 60s as a good baseline

Standardized fuel meldtown to start at 45s leaving you with only 15s to cool down reactor before it blows up

Fixed meltdown timer missmatch between the lua file and the xml's

Prevent burn from holding fuel, can double as weapon if needed but wont stop rods from catching fire
