-Changed it so all factions (from now on) will only spawn once the galactic community has formed so as to make it so you are actually notified when someone gets the foundation because most of the factions are written as though you at least know of them. Note that you do not have to be a member of said galactic community, this is just to determine the point when you should have met most if not all nations.

-Added more flags to the MTF flag category

-Dr. Bright can now be shoved out the airlock as he deserves if xenophobic or you have the foundation civic.
