Added Portraits for Wilhelm III by u/Vinctories1871, and updated the Wilhelm II to a newer portrait also by u/Vinctories1871. Added a new portrait for Lazaro Cardenas by u/PoorBananaMan27.

Bug fixes, changed around the portraits from Europe. Portrait_Europe_Generic_5 is now Aksel Larsen, Portrait_Europe_Genric_land_1 is now Damian Kratzenber from RT56.

Update 7 is here! Almost all of the generic portraits have been replaced on every continent! New portraits from RT56 have been added for Finland and Argentina!
