Introducing new weather type occurance
- dustwind may blow in arid biomes when conditions are met, it is setup to happen only when weather is generally bad and winds are high
- it is dynamic and scales with conditions, so can be quite different each time
- part of the shader is volumetric and volumetric light is normally supported on IoS map only, use my Severe Weather if you want volumetric light enabled in Exiled Lands and Savage Wilds
- with no volumetric light support on map, game won't render that part of a shader, but dustwind will function nevertheless, thou visuals woould be of poorer fidelity
- even with volumetric shader it likely lesss strainous on hardware then funcom rain

- cleaned up some stuff that was setup not exactly clean and recompiled, this may or may not help with some edge case issues

- tweak pass on changes made last build, in edge cases handful of fps got sacrificed back for visual fidelity and consistency.
