Fixed the "Life is Nomadic" game option crashing when Horse Lords was on.
Using the "Life is Nomadic" game option should now correctly make every nomad an empire.

Removed old, unused code. If you havent played at least 1 in-game year since upgrading past 6.3.0, you'll should restart or stay on the old version (download link below).
Converted most decisions to Game Rules.
Added Life Is Feudal and Feudals are Tribal Game Rules.
Fixed bug where character dates would sometimes be invalid (i.e. 1066.2.31). Not sure what exactly was the in-game effect of this.
Added "Restore New CBs" decision.
Fixed the Republics in 769.

Added "Usurp Throne" decision.
Added "Remove Gavelkind" decision.
Added "Reshatter" decision.
Fixed spooky "House Zyriane" in republics.
The gender of generated counts now respects culture, religion, and laws.
Using the "Make Everyone Tribal" decision will refill everyone's levies.
Using the "Make Everyone Nomadic" decision will remove temples.
Counts will now likely start out married.
Counts now use realistic names for their dynasties instead of using their county's name.
Retolled Shattered Kingdoms and Shattered Empires decisions to result in less odd independence.

Added a decision to play as Shattered Duchies, 'Shattered' Kingdoms, or "Shattered" Empires.
Added a decision to play Life is Tribal or Life is Nomadic.
Added negative modifier to provinces captured in War Against Culture.
St. Who starts out activated.
Fixed type-o's that made the game literally unplayable.
Name changes, dejure drift, and title's 'active' status are maintained from Vanilla.
Rewrote my Shattered World tool from scratch so I could figure out what it was doing (also C# is better than Java).
Updated image to look less 1990's.

War of Aggression: can be used on counties which border a common sea tile; no longer costs gold.
Cultural War replaced by War Against Culture, which has dogpiling (unfortunately, it's a bit ham-fisted. Paradox plz: join_war = { which = PREV defender = yes }).
(UNDONE IN 6.4.1: Fixed issue which caused the game to think all titles were active.)
