Disabled "Bouncy" randomat by default as it normally has little to no impact on the round, and can trigger on maps where taking fall damage isn't possible

Added workaround fix for a crash caused by an update to the file.Exists() function from Gmod itself.
This crash only randomly effected local servers (not dedicated servers) on changing maps after playing on one first.
