fixed autocommands tab in !mvmenu throwing error when file doesn't exist

added AutoCommands Tab to !mvmenu, made autocommands ignore inline comments starting with //

renamed Convars Tab to Round Limits, divided round limits into rounds based and time based, moved round limit tab more to the left

added gamemode cooldown, made config options in !mvmenu alphabetically sorted, renamed recentmaps.txt to recentmaps.json

increased default g-surf time limit before mapvote to 1200 from 600

fixed mapvote not showing up in gamemode screenhack due to it rendering its own screen on top
