- updated allocation lists for various chests

-added weapons chest
-fixed blacksmith chest to actually hold things that you would want in a blacksmith's bench

- updated perish modifier value for the food and pets chest so the perishables won't expire when place inside
- added alchemist chest

please be aware I've made some back-end changes that will cause all of the new static chests to disappear along with all the stuffs inside, so please take some time to pick them up before the next update, which will happening in a few hours. Please make sure you back up your server before updating as well. This is a one-time change that will make it much easier to add new chests when requested.

This only affects the newly created Static chest that do not require the Allocation Key. The custom Allocation Chest will not be affected.

added a few new static allocation chests, the blacklist for these new chests is static and cannot be changed by the player.
