tuned rolling resistance and flywheel weight to adjust fuel consumption

minor tuning to breaking and wind/rolling resistance. MPG should be closer to real world. stopping should "feel" proper between 22-28 psi applied pressure.

having rev hang issues on my end for some reason. Please report if your revs drop excessively slowly, I am trying to work that out.
